Legal Question in Real Estate Law in Illinois

Who do you complain to when a civil case on a property line has been in the system for 11 years.? The appellate has ruled in our favor but the final property survey can't seem to get completed in 8 months due to continuances. Only the lawyers are benefiting and the judge is allowing it.

Sounds like you have a lawyer. Your recourse can include firing your attorney and finding a new one to wind things up faster if possible; you will most likely remain liable to your current attorney for fees through withdrawal. The Illinois Supreme Court also has a disciplinary body called the Attorney Registration & Disciplinary Commission -- with offices in Chicago & Springfield. But I've seen cases go through the appellate process and take 10 years or more...
