Condo coverage of frozen pipes
For two years in a row, my master
bathroom pipes have frozen in the
wintertime. My condo board paid for
the first plumber, but refuses to pay
for this year's plumbing visit to
defrost the pipes.
The plumber said our condo should
hire an insulation contractor to
inspect whether our pipes are
covered or, if the area where the
pipes are located, are insulated.
Our master bathrooms and bedroom
closets are quite cold in the
wintertime, so I have to assume
there is little insulation.
Problem is, my condo doesn't want
to pay for it. Is insulation the
homeowner's responsibility?
I could hire a contractor myself, but
if I insulate just my unit (the top
floor of the building) I am afraid my
pipe would continue to freeze if other
homeowners do nothing to insulate
their units.

Outside he Studs are the associations responsibility.

Only the area from the drywall inwards is your responsibility; the rest is the Association's. However, they may not have an obligation to insulate. What you should do is try to see if other owners are concerned about this and try to force the association to insulate the whole building at a meeting.
In the meantime, they are probably responsible for the pipes freezing whether they like it or not.
