Condo foreclosure, association lien

I am the president of a small condo association (4 unit total). One of the owners never took posession of their unit after purchase, has never paid their dues, and the unit is now being foreclosed. The association was served the foreclosure paperwork, but from my follow-up, it appears the owners have not yet been found and therefore the case is not moving. We are a new assocation with very little reserves and cannot really afford an attorney to deal with the dues in arrears. Is it possible for us to file a lien for the back dues on our own? How do we go about this? When the foreclosure goes through will we get anything back?

Our bylaws state that units must be owner-occupied. Will this be enforceable when the bank takes posession?
