Legal Question in Real Estate Law in Illinois

Condo law

I am on the Board of an association and the condo balconies are in need of repair. Originally we (the association) had agreed to pay for the repairs from the from the monthly assocation dues paid by the owners. Then the President changed his mind saying that because they are affixed to the individuals unit, they must pay for the repair themselves. How true is this?
