Legal Question in Real Estate Law in Illinois

Please help new condo owners!

We live in a condo building that is being converted from apartments. Condo owners now own a majority of the units. The other units are still owned and rented by the management company until rehabbed and sold. Can the condo owners (owning a majority of the property) insist that specific management tenants be evicted or not have their leases renewed? Tenants are causing many problems including property damage, unsightly living conditions, noise, too many occupants per unit. Fines etc. don't work because management is not cooperative in insisting their payment.
