Condominium by-law relative to pets

can condominium pass by laws stating that a renter may not have a pet, when the bylaws state that an owner may have a pet?

Generally, yes, but there may be discrimination issues involved.

First of all, let me apologize for the delay in answering your question. In general, the by-laws can do a lot of things as long as they're not prohibited (discriminatory based on race, etc.) In this case, I'm not sure because they're treating renters differently than owners so perhaps a case can be made for discrimination. In all likelihood, such a case has never been litigated in Illinois so my guess is there's no clear answer at this time.
