County Rd not maintained for 20 yrs relinquished to property owers?

We have a town road on our property that has not been maintained in any way for at least the last 25 - 30 years or so. You can't even detect a road is there. We have constructed a dogpen on a portion of this roadway easement which is 40' wide. The adjoining property owner has gone to the town board to make us move the dogpen. Because of the amount of time since it has been maintained, does the roadway right-of-way revert to us as part of our property? If so, could you furnish me with the law stating such?

It would take a formal abandonment of the proper officials for it to revert back to the adjoining property owners
