Legal Question in Real Estate Law in Illinois

My daughter bought a condo in 2005. the condo was built in the mid 1980's. She recently found out that copper piping was used to supply gas to her furnace, fireplace, etc.. Her village told her that copper pipes (for gas) is not acceptable because copper can corrode and pit. They told her that copper pipes were never acceptable (according to code). Her condo association told her that it is her responsibility (cost) to replace the copper pipes with the correct piping.

Does she have any legal recourse to have the village, the builder or the Condo Association pay for the cost to replace? This should have been caught when the condo's were build.

A bit of practicality: I'm willing to bet that the cost of replacing the pipe would be less that the payment to an attorney to litigate this issue.
