Definition and meaning of term

By-laws of our condo declaration allow Board ''at the direction of the voting members having 2/3 of the total votes '' to adopt rules. What does ''direction'' mean? Can we have homeowners sign a letter saying OK go ahead and write the rules? I know that the Board has to present them afterwards, but how do we get this ''direction''?
