Delinquent Developer and Outstanding Association Fees
While the developer was in control of the condo association, they told all owners not to pay any monthly association fees, now 3 years later, the board is trying to collect these fees instead of a special assessment, can they do this?

You need to look at your bylaws to see what they can and cannot do. Additionally, you need to look at when the developer relinquished management and what authpority the developer had when it was manageing the complex.
