Eminent Domain and just compensation

I have a parking lot coniguous to the office building that I own in Charlottesville VA. The City wishes to ''take'' our parking lot for a large development that would include this property. In negotiating ''just compensation'' the City has quoted two cases related to Unity of Lands or Unity of Ownership. The first case was completely unrelated. I cannot find information on the following case:Lake County Public Building Commission v. LaSalle National Bank, 178 Ill. App.3d 237, 531 N.E.2d 110 (Ill App. 2nd Dist. 1988). Can you tell me how I might get a copy of this court opinion?
