Legal Question in Real Estate Law in Illinois

There was a empty residential lot next doot to me. A out of town man came in and petitioned our village board to rezone it commercial for a corvette reseteration shop. He presented his building plans and was denied. At this exact same board meeting as he wad told no, he drew in a few walls by hand and stated he would now build a house, and then was issued a permit, The bulding is now built, but not finished he is running his shop out of it, his lving area is full of drill presses , etc.. commerxial car lifts installed, paint booth inatalled, and our village board refuses to go after him. Also i was justed elected to the board in the general election

If he is running a business out of a building that is not zoned properly, generally it's a code enforcement matter. If the lot is part of a subdivision that was created under a plat with restrictions for non-commercial use only, then you may have the right to enjoin commercial uses of it as another lot owner. There are a few rare forms of lawsuit that can compel a government to enforce its ordinances, but then you're talking litigation. See an attorney who knows enough about zoning issues to see if there are any options.
