can I evict some one from a property in cook county that's not recorded in the cook county data base. There's two houses on my lot, but the house I rent is not listed in the county records nor taxes has been paid for the second dwelling/structure on my property

Filing an eviction case depends more on the address, but if this rental is illegal your biggest foe could be the tenant, who could report you to the building department. Time to get an attorney invovled and discuss your options.....
