my father

my father pasted away in october of this year. is his landlord allawed to go into his apt. and take his stuff out

Depends. If the landlord properly evicted him, he may be able to do this. He would be obligated to store the items of personal property and follow the statute regarding disposition of those items before he could do anything with them. If you want these items, you should try to call him and work something out regarding retrieving everything.
