Legal Question in Real Estate Law in Illinois

free heat

The appartment complex that my girlfriend and I live in has a large sign that reads "FREE HEAT" at the entrance of the complex. After work today I recieved our new lease which stated that our rent will be raised $50.00 for the rising costs of taxes,utilities and other related services. and $30.00 for our gas usage. is this legal to do, since the sign clearly states "FREE HEAT"?
