If the health department condemns my house due to black mold presence, does the homeowners insurance company have to pay my house off?

My guess is your HO insurance policy does not cover mold -- most policies stopped covering mold damages some time ago, but you need to talk to your agent and probably an attorney who can look over the policy. In any event, even if it did, typically what the policy might cover would be the costs of clean-up and repair of the mold problems, not paying off a mortgage.
