Can the HOA prevent me from purchasing a Condo? They refuse to give the bylaws that are needed to close on the property.What kind of action should I take?

You need to be more specific. At least with a condo, on your written request the seller is obligated to provide you with certain information under Section 22.1 (if this is a resale) or 22 (if this is new construction) and that would include the by-laws. You should have the seller procure them as it is the seller's responsibility. The condo association is not legally obligated to deliver the information to anyone else.
