Do I have the right to ask the Homewoners Ass. to see the books as to where they are spending the money collected from property fees.

Yes, but depending on the kind of association (condo, co-op, townhome, single family master association, common interest association...) there are specific statutes that address the kind of notice you can/need to give them.
