Can my husband refinance our mortgage without my signature? We both signed on the original mortgage.

Yes. The current mortgage would be paid and you would then be off the hook as far as the loan obligation. One issue that should come up, even if you will not be on the new loan, if you are on title to the property, is signing the mortgage document itself, not the note.
