our President continually breaks Rules & Regs and other Board backs down or she has Board agree to let her slide, how do we get her to follow rules or to have her removed we follow what procedure?

There are probably procedures in your condo docs (I believe it would be in the Declaration, but I'm not sure). If everyone refuses to follow the rules in the docs, then you may have to sue to enforce them (which is a situation that probably nobody wants).
