In Illinois, what financial documents are Townhome Associations required to provice to the members?

Effective this year, Illinois has a new law: 765 ILCS 160/ Common Interest Community Association Act. Article 1 is the Common Interest Community Association Act (CICAA) itself. Most associations are covered by the new law with few exceptions. There are obligations of the board to keep records, to deliver records (especially for resales), and for annual budgets. So it in part depends on the purpose for which documents are requested. If the Association is a non-for-profit corporation, it may have additional fiduciary disclosure obligations.
