What kind of lawyer do I need to sue for the release of a car title? The state of Illinois had previously sent me paper work stating that I had to get the car checked out by the State Police for a rebuilt title, now I am being told the car does not belong to me! I have the sales receipt and other documents where the state acknowledges it is my car. Now some lady totaled the car and Geico will not give me the check unless I come up with a title.

A general practitioner should do just fine. But the real issue is why don't you have title in your own name to begin with? When you bought the car, the dealer should have handled the paperwork (and you would have been charged for that and you would have been given "temporary" plates unless you were transferring ones you already had) OR if you bought the car from a private party they should have assigned the title to you and as your responsibility you should have taken it to the nearest DMV for processing, payment of any used car sales tax, etc. So first you have to establish how title should have been transferred and the attorney will need that info.
