Land Purchase

I am in the process of selling a portion of land to the state of Illinois. This is a commercial piece of land that has an operating flea market. The representive for the state of Illinois told two of my vendors they would have to be out of there rented shops regardless if papers were signed or not. Does he have the right to do this?

Another guess that comes to mind is that the vendors are failing to comply with some code (for example, no business licenses).

I am not certain exactly what you are asking, but I will take a couple of guesses. Perhaps they are saying that if you do not sell to them, they will obtain the property through their powers of eminent domain or condemnation. Another guess, if there is a written lease with the vendors, the State will be subject to the terms of that lease, unless, again, they condemn the property. You certainly need to have an attorney review those "papers" to which you refer to get any kind of intelligent answer.
