can landlord take personal property?

my ex-landlord, while i was in process of moving took my riding lawn mower and will not give back. my rent was paid up and we didn't have a lease. i called police to file a report they talked to him and he refused to ruturn it. they told me landlord and wife were ''good people'' and i couln't do anything about the mower. can i file criminal charges against him?

You should be able to file criminal charges, but unfortunately, sometimes the state's or district attorneys do not alway comply.

You would certainly be able to sue him in civil court. You could probably sue him in small claims court, provided the value of the mower does not exceed the limitation of small claims.
