my landlord has promised to replace the light fixture in the hallway and my hot water pressure and my sink stopper is broke I have been in the unit for a little over 30 days I reminded him three different with no response I chose to hold some of the rent money until issue is resolved and im doing the right thing

There are legal ways to ask for these things. See an attorney who can write you the proper kind of notice. Beware, however, that if the landlord gets peeved, you might wind up being not renewed, and while a 'retaliatory' non-renewal may be illegal in some places in Illinois, all it means is having to fight it off in court, and then your relationship will most likely be over.
