Is lease a legal binding contract if one of the items listed is not followed and

If a lease states that the landlord has followed all state and city ordiances is the lease a legal binding lease. Especially if there are code violations and they have been notified in the past and I the renter had to call the city building inspectors to find out that there were several violations, two in particular that put my life and at the time the life of a minor in danger. I need to know this because I am having all kinds of problems with a previous landlord.

It would appear that you have a couple of things going: (1) fraud in the inducement and (2) my old favorite, a constructive eviction. These are very technical areas of the law; you should see a lawyer to possibly alleviate your problems.
