I'm the seller and attorney is asking me that I have to request and pay for the Assoiciation Declaration & by-laws papers(from Association) that they need for closing and finals.

Part of the Condominium Property Act requires that you provide the Dec./Bylaws and Rules/Regs to a Buyer. If you don't have a copy already then you DO need to purchase them.
