if i have a lien on a house and the bank forecloses on that house, is the lien still valid?

No the foreclosure covers all subsequent liens.

That will depend on whether the mortgage lien is superior to your lien.

If you have a lien on a house and the bank forcloses on a prior (or superior lien) it wipes out your lien.
