Ask your building department whether gutters are covered under the town's maintenance codes, but beware you can stir up trouble. You could have your own townhouse's gutters done and let the Association know because if they then have them done too you could be billed twice - I'd have an attorney put them on notice you're going to be doing this and that if it costs more than what it might if all units were done at once that might wake them up, but trying to go after them for any differential would probably be cost ineffective.
