Legal Question in Real Estate Law in Illinois

I lost my home due to non-payment of real estate taxes. In 2009 I hired an attorney to seek relief from the indemnity fund. The case is still ongoing; the attorney tells me he is waiting for a discovery from the state's attorney. The case seems to be taking forever, and I don't know if my atty is dragging his feet, or if the process is ridiculously slow. How long is typical, how long is too long, and can I fire him and hire a new attorney? Also, he is asking for 25% of the money recovered from the fund, if our case is successful. Is this reasonable? Insufficient information. How long a case takes in great part depends on how complicated it is, and since you provided no details about the non-payment that itself could be complicated. A 25% contingent fee is not unusual or unreasonable depending on the complexity of the case.
