If I make a partial payment on my mortgage and they return it because it was not a full payment what can i do?

Make the full payment, plus late fees. The lender (I am guessing that is who "they" is) is not obligated to accept partial payments.

Make the payment and late fees as Tom says. If you are going to have difficulty on a regualr basis, you should look into modification of the mortgage or sale of the home before your credit is
adversely effected.
