If you live in Chicago this is the landlord's responsibility, but once you start the process you could be liable for discarding of infected property at your own cost. Outside of Chicago you'd have to check the local ordinances to see if the landlord or tenant has the responsibility. If there is no local ordinance then your lease would probably control and the landlord could argue the place was clean when you moved in, you must have brought in the problem and so it is on your dime.
