Legal Question in Real Estate Law in Illinois

Neighbor disputes

Bottom line, the building is old and everyone can hear through the walls and floors of the building. I live on the 3rd floor and neighbor below constantly calls the police because of the noise, when she knew that it was an old building when she moved in. I have a 2 and a 6 year old, and children play, cant do anything about that. Condo association set rules that there is to be quiet time between 10:30pm and 8 am. I abide by the rules, but I am still confronted because of my children. I respect the nieghbor under me to a certain extent, but She cant expect me to sit my children in a corner all day because she dont want to hear any noise. There are other children in the building and the other tenants can tolerate the noise, but the one under me hates the sound of it and is always banging on her ceiling. The poilice come and cant do anything because of the rule that was set by the condo association, but yet the association threaten to fine me because of it, can they do that if i am abiding by the rules?
