neighbor problem

My friend had a falling out with his neighbor a while back. Last year he had a very attractive $10,000 black fence installed to keep his dogs on his property. The peoperty is lake front and took into consideration he did not want to blocl or obstruct any neighbors view. This year his neighbor put up a white, 6' privacy fence but only on the one side he lives on. They installers placed a piece of plywood (about 1'' thick) up against my friend fence and butted and installed the neighbors fence that close. I would send you a picture of how it totally ruined his yard. It is an unincorperated area and apparently there are no building codes to prevent this. The neighbor was overheard saying something like ''ya think I got em'' How can someone get away with this. Is there anything my friend can do?
