Depends on what kind of relationship you want with your neighbor!!! First, is that strip on your property, or his. Because if he thinks it's yours, then there's a whole different problem. Look at your survey; measure from your house.

Assuming it is his, however, there may be local (county or municipal) ordinances about keeping planted vegetation mowed or in proper order. If so you have some legal recourse. This is where it gets dicey because if you report your neighbor, even it they tell you it will be "anonymous" it would be pretty obvious.

There may be other ordinances in play; you might talk to the building department or code enforcement people in your area. But again, what you would be doing is first making sure of your rights. Because if you just go over to your neighbor and start complaining, that's not going to be positive.

Once you get the information there is, then you might want to talk to your neighbor, but not throw the information in his face to begin with. You might want to find out why he's not mowing that strip. Maybe his goal is to kinda force you into putting up a fence by annoying you. Who knows?

All in all, play it by ear. You might just work out a deal where he mows onto your side and then you mow onto his....so you exchange chores. Good luck.
