Neighbors blocking right of way access to my property

I have 2 lots at the end of an unfinished cul de sac. Cul de sac wasn't finished because of an easement road. For many years the end of my property was used as a turn around point. New neighbor moved in and supposedly was given permission from the city to put rock & landscaping timber in front of my property for parking. I have complained numerous times to police & city planners to no avail. Neighbor has now informed garbage truck not to turn around in ''his'' driveway. My property is now land-locked according to realtor. I don't want to sue the city. Any other suggestions would be appreciated.

Well, you may have to sue, as your property has to have an ingress and egress, and also access for public safety vehicles, like fire, ambulance and police. Make an appointment with an attorney in your county. Good luck.
