Legal Question in Real Estate Law in Illinois
My neighbors electric drop crosses my property diagonally and because of this I cannot plant a tree because of trimming problems which the utility will not do on private property. Do I have any recourse?

Probably not. Utilities - electric, telephone, cable, etc, have easements allowing them to cross the property of others to provide service to a particular house. The idea is that society as a whole benefits when people have, for example, electricity and have it at a reasonable price.
