Noisy Condo Neighbors

I live in a four story condo building. The building is flex-core built, concrete slabs separating the units. Ever since the unit above me installed laminant wood flooring the constant noise in my unit is unbearable. I've gone to the board for their help and they tell me there is nothing they can do. In my bylaws there is a clause that an owner cannot cause action that would affect others. I'm affected and cannot take it anymore. The board tells me to call or go upstairs and ask them to not make noise. When I've done this, the noise level goes up to anger me more. There are regulations as to how many people can live in a unit and I've mentioned to the board that there are more than allowed, but they don't care. I pay a large monthly assessment and these people on the board don't care. What can I do to make this board accountable?
