Legal Question in Real Estate Law in Illinois

I have owned a condo in a complex for over 3 years. I live on the lower level and I have new neighbors who moved in upstairs from me about 4 months ago. From the moment these neighbors arrived, they chose to move in at 11 pm and this went on for approximately 1 week. I understood that they may have been working during the day so I did not say anything during that week. Soon after, she began to vacuum every night at 10 or 11. I contacted my condo office and I was informed that they were not the ones who rented the apartment to the family. I contacted the owner of the condo and he referred me to the managing company. I spoke almost every night with the agent that rented them the condo because the vacuuming continued. The agent claimed to have been trying to call my neighbor to tell her that she was disturbing her downstairs neighbor but the vacuuming continued. She also claimed that she was going to deliver a 3-day notice or else because of the noise and the vacuuming continued. It continued until one night in August I had to call the police. They were told to keep down the noice and be considerate of the neighbors downstairs. That situation was solved but now my neighbor is allowing her kids to stomp across the floor and continuously and intentionally drop heavy things on the floor. On October 22nd, I went upstairs and asked her if she could stop her kids from running across the floor and she responded, "what kids?". I am trying not to contact the police again but I am afraid that I may need to. She is aware that she is disturbing my family and I do not know what to do.
