personal property abandonment

My 1/2 sister gave my mother (we are related on my fathers side) a motorized scooter a few years ago. My mother passes away 3 years ago in March and my sister no longer speaks to me, the scooter is still in my garage, I have sent a certified letter to her to pick it up, no response. Can I consider it abandoned and sell it, or give it to someone who needs it, or donate it to a nursing home, without fear of lawsuit?

The Secretary of state has a procedure for disposing of unclaimed property.

Or you can transfer title by way of a small estate affidavit.
