If you have a P.O.A. over someone can you sign their legal documents if they are not able to/

I agree w/ Mr. Repay. That IS the point of a "POA" but there are different kinds and some only work when the principal (the person who has given the powers to you as the agent) is NOT capable of making a decision (like a health care power or advance directive....) and some work as long as the principal is alive, so if you are looking at the POA have an attorney tell you what you should be able to do, and if you want one drawn up, have an attorney do so once you identify what it is you want the POA to accomplish. PS some institutions will NOT recognize a POA due to internal policies and/or may only recognize their own format, so you may also want to check with the institution before proceeding......
