Can you own and possibly carry a lockpick set in Illinois as long as you have no intent to break into or steal someones property?

720 ILCS 5/19 2 says you better not because unless you are a law enforcement officer or official the INTENT to break in will be INFERRED from merely having the device, and it would then be up to YOU to prove you had no intent. So at a bare minimum you risk an arrest. PS the term is "possession" - not "possibly carry", so ownership isn't even an issue.
