if i bought a brand new car with someone and both of our names are on the papers and the other person decides to stop helping with payments, the car is not paid off yet, can i sell the car?

Not without the other person's signature on the title.

You will need the cooperation of your co-owner.

Just want to add, you're going to have to pay the lien with the proceeds when you sell the car as well.
