Quitclaimed Property
On property that was quitclaimed with the mortage in arrears, can I file the mortage arrears on a chapter 13 to keep the property from going into foreclosure because I cannot catch up the payments and I cannot qualify right now to have the mortgage in my name?

Who quit claimed the property to whom? I don't do any bankruptcy law, but I doubt if you will be able to avoid the obligation of the mortgage, since the mortgagee will likely seek (and be awarded) relief from the automatic stay.
