Legal Question in Real Estate Law in Illinois

we have been trying to remodify with chase since 2008 and have always got rejected due to according to them needing more of the same information and we always send them what they request. My question is the last time we got rejected the letter was followed up with with a ph. message instructing us not to resubmitt. Is this legal?

Not only is is legal it is routine. I volunteered at a help desk at the Daley Center and what Chase is doing is Standard Operating Procedure. They usually loose the docs at some stage as well. They are just going through the motions.
