What are my rights against a neighbor

The house next to me is an apartment building. The landlord has allowed tenants to place a dog pen with two large dogs in it 16 feet from my house and directly outside a window. His tenants are loud at all hours and a tenant was recently raped by a house guest of another tenant. He also caused considerable property damage to our yard to run new sewer pipes which he promised to repair but never did. The dogs are the last straw. Any way I can make my home a peaceful place to live again? Is there a case of mental anguish here? I'm sick of the whole mess!

The owner of the building next door has allowed what is known as a private nuisance to occur. This is a very technical area of the law, and you definitely need the assistance of an experienced Real Estate attorney who also has litigation experience. I assume that your complaint to the city/village/town zoning department has gone unheeded.
