What are rules for changing a common element of a condominium association. Do you ned 100% owner approval?

Illinois law says no more than 75% of the ownership interests are required to amend a declaration and/or survey. In fact 100% became illegal a few years back. if your declaration calls for LESS than 75%, however, that governs, but as stated no more than 75% no matter what it says......
