Changes to Rules & Regs

Provided they are in accordance with the Declaration & By Laws, can the Board of Directors of a Townhome Association make changes to the Rules & Regs without the majority consent of the homeowners and without legally filing those changes?

Sure, rules/regs are generally made only by the Board.
