Security Depoits

We moved out of our rented house in January 2002. At the walk through the landlord gave us half of our security deposit and said we would receive the other half when we proved our utilities were paid in full. We gave them copies of the proof and left several messages for them. It is now 7 months later and they have not sent the money or returned our calls. Is there a law that protects us and what should we do?
