sewer damage by city's tree

a sewer pipe on our property was broken due to roots from a big tree that is located on the parkway. we had it fixed. the company found another section of pipe, this time between the sidewalk and the curb that completely infiltrated with roots from that same tree on the parkway. which was planted by the city of skokie, IL. We contacted the city in an effort to get them to remove the tree at their own expense but they refused. the only thing they offered us is that they would waive the $1500 removal tree permit but that we would have to hire a company to remove the tree ourselves and pay to repair the sewers ourselves. tree and sewers that are on their property.

what can i do?

I don't honestly know the answer to that question. I tried to do some preliminary research on the topic but didn't find anything. I would also need more facts as far as the pipes are concerned, etc. In any case, you'd probably have to hire an attorney to do the research since it's a somewhat specialized area of law as well as fact situation.
